Terms of Reference
1. Overview
United Nations programmes worldwide support highly skilled and dedicated national staff. From its inception, the United Nations has recognized the central role of its locally recruited staff in its work. In recognition of the important contribution of national staff, the General Assembly established the founding principle for setting compensation for locally recruited staff. With the Flemming Principle, the General Assembly established and maintained that conditions of service for locally recruited staff should reflect the best prevailing conditions found locally for similar work.
In order to make the Flemming Principle a working reality, consistently applied in each duty station, the International Civil Service Commission (ICSC) approved a comprehensive methodology. This methodology provides clear and consistent guidelines for evaluating local labor market conditions, identifying leading employers and establishing accurate comparisons with these employers to ensure that United Nations’ salaries reflect best prevailing conditions.
Salaries for locally recruited staff are established through labor market surveys of the employers presumed to be among the best in the locality. On a five-year cycle, comprehensive salary surveys are carried out to identify the employers that offer the best overall conditions to be a reference to United Nations salaries. Between comprehensive salary surveys, interim surveys are conducted to update information on changes in salaries and benefits for the retained comparator employers.
The latest Comprehensive Salary Survey was conducted in 2018. The next Comprehensive Salary Survey will be conducted in 2023.
Comparator employer is a local business enterprise or public institution selected to serve as an outside reference to determine appropriate salaries, allowances, and benefits for locally recruited United Nations staff.
Comparators are public and private sector employers representing a cross-section of economic activity in Albania. Selection of the best local employers is made through a process of data gathering and comparative analysis of the remuneration package of locally recruited staff.
Based on the relevant methodology, UN Albania would like to hire a consultant to support Local Salary Survey Committee (LSSC) in collecting data for the comprehensive salary survey. The contracted consultant will review the local labor market in Albania and deliver the list of the recommended comparators available in line with the authorized methodology criteria, as well as the supporting documents for the Comprehensive Salary Survey to be conducted in 2023.
2. Scope of work
The consultant to be deployed through this Terms of Reference shall perform the following tasks.
- Familiarize with the UN Salary Survey Methodology, the main participants, its phases, criteria for identification of potential comparators, minimum criteria for the retention of comparators etc.
- Analyse existing comparators data (drawn from the Comprehensive Salary Survey conducted in 2018) including salaries, allowances, and benefits, and identify the highest profitable comparators from the survey of 2018, to be retained for the Comprehensive Salary Survey conducted in 2023.
- Research Albania labour market to identify potential comparators (at least 15 - 20) for the comprehensive salary survey to be conducted in 2023 in line with the UN Salary Survey Methodology.
- According to IMF Yearly Report, December 2022 for Albania, the country has a level of 30-35% on informality. Thus, the consultant should provide comparators that are not inclusive of this informality and if yes, the results to be recommended should be formal and declared to Tax and Tariffs process.
- Conduct analysis of comparators’ data and present the findings and recommendations to LSSC.

- Submit a written report on data collection and analysis of the identified employers
- Collect data and complete the Sample Tax Calculation Sheet.
The consultant will be in day-to-day communication with the chair of LSSC. Chair of LSSC will be communicated to the consultant after the signature of the contract.
3.Expected Timetable
This consultancy duration is 30 working days and should be implemented between the period of May 10th – June 30th, 2023. The consultant should develop a detailed working calendar.
4. Supervision/Reporting line
- The Consultant will work under guidance and technical supervision of the LSSC; The Consultant will be given access to relevant information necessary for execution of the tasks under this assignment.
- Consultant will be in day-to-day communication with the chair of LSSC. Chair of LSSC will be communicated with the consultant after the signature of the contract.
5. Consultancy Deliverables
Through performance of the activities stipulated in this Terms of reference, the consultant shall provide the deliverables as detailed below to UN Albania:
- Outline the action plan for mapping the eligible employers/comparators.
- Assessment/Analysis of existing comparators
- A “Suggested Comparators List” that includes 15 – 20 additional comparators which are not already in the list of existing comparators of Salary Survey conducted in 2018.
- A written report on data collection and analysis of the identified employers
- Completed Sample Tax Calculation Sheet
All deliverables detailed above shall be written in English language
6. Proposed Timeframe
May 10th – June 30th, 2023
7. Payment milestones
The payment shall be realized within 30 days upon submission of the “Final Report” detailed in paragraph 5 of this ToR. If any of the activities mentioned in paragraph 5 of this Terms of Reference are not performed and/or the “Final Report” is not delivered by the Consultant in due time and to the satisfaction of UN, no payment will be made even if the Consultant has invested person/days to produce and deliver such deliverables.
The payment shall be made in Albanian Lek (ALL), based on the approved UN Consultancy Rates.
The price to be quoted by the candidates shall be a lumpsum inclusive of costs related to tax, social security premium, pension, in-town travel, etc. that are needed for the fulfilment of the assignment. UN Albania will not make any further clarification on costs. It is the prospective contracted consultant responsibility to make necessary inquiries on these matters. The Financial Offer should be in Albanian Lek (ALL) only.
8. Qualifications
The interested consultants should meet the following criteria:
Academic:
- Minimum Bachelor’s degree in labor economics, law, statistics, human resources, or another related field.
- Excellent writing, editing, and oral communication skills in English)
Professional Experience:
- At least 5 years of relevant experience in the area of compensation and benefits for international organization.
Desirable experience:
- Proven record of achievements and significant expertise in mapping similar assessments and in the field of salary surveys, job analysis, job descriptions, job matching, and construction of salary scale.
- Strong knowledge of Albanian labour market
- Familiarity with the UN regulations and experience within UN system will be an asset.
- Experience in dealing with salary survey for non-profit organizations will be an asset.
Language:
- Very good command of the English language.
